AI-Generated Explicit Images of Children Are Leading to Real Charges in Pennsylvania

April 22, 2026

Technology moves fast. The police move even faster. As AI has continued to evolve at a lightning-quick pace, prosecutors have been quick to charge anybody who might use AI-powered tools to create child sex abuse (CSA) materials. Recently, Scott Krueger of Greenville found this out the hard way. Even though the images he generated were fake, he is facing dozens of charges that will carry real consequences.

The Greenville Investigation

In May 2025, the Internet Crimes Against Children task force started looking into uploaded files containing child sex abuse material. Investigators tracked an IP address directly to Scott Krueger of Greenville. When they searched his apartment on February 27, they found a laptop with a folder titled “Western Pa Girls”.

According to the criminal complaint, the man took photos of a high-school-aged girl from her Facebook page and used AI to alter them so she appeared without clothes. The victim told police she had never even met the man. Police also reported finding another folder where the man allegedly used AI to superimpose his own face over the faces of children in real abuse images. In total, police found over 30 images, and he now faces 56 criminal charges.

The Danger of Trying to Explain Yourself

Both Pennsylvania and federal law heavily penalize sex crimes involving children. The statutes used to prosecute alleged offenders are highly technical and explicitly state that certain defenses are not applicable. For example, Pennsylvania’s CSA laws state that any dissemination of materials that depict “sexual acts involving a minor under the age of 18” is illegal. The law also states that even if the defendant had good reason to genuinely believe that the minor was over 18, this genuine belief is not a defense to the charges.

In this case, Krueger told investigators that he had initially received the images from a family member. Krueger then said that he sent the images back to the family member because he did not want them. Even if this is true, it is not a valid legal defense. In fact, Krueger’s statements could be used against him in court, as he admitted to disseminating the images back to his “family member.”
