Man Charged After Hit-and-Run Death

A Berks County jury convicted Joesph Alley on multiple counts related to him fatally running over his fiancée in Reading's Penn Square with his SUV and leaving the scene. Investigators explained that on January 8, 2021, officers were dispatched to Fifth and Penn at 9:30 p.m. after a report of a person down on the road. They found 24-year-old Mikerrah Page suffering from a severe head injury, who was then taken by ambulance to Reading Hospital and admitted in critical condition.

At the scene, witnesses claim the victim had been running east after an SUV, which stopped, and she caught up to the vehicle and started hitting the window. Witnesses and CCTV footage exhibit that when the vehicle turned left, Page fell while holding onto the passenger side window and was run over while the SUV continued to drive away.

Later, police were notified that the victim's fiancé, 49-year-old Alley, arrived at Reading Hospital. An investigator spoke to him and noticed he had dried blood on his sweatshirt. Alley claimed he and his fiancée were in a fight and that he stopped on Penn Street, where she decided to get out, and he drove away, leaving her there. Page died 11 days later from complications of a skull fracture, revealed afterward by an autopsy.

What are the Consequences of a Hit-and-Run Charge?

In the U.S., states establish rules for when a driver must stop at the scene of an accident. While rules vary, in most cases, drivers must stop when property damage occurs or when someone is hurt or killed. Sometimes, drivers must remain at the scene when they start a chain of events that results in an accident—even if they did not directly strike someone or their property.

Penalties for a hit-and-run differ from state to state and will depend on the accident's severity. Alley was found guilty of an accident involving death or personal injury, failing to provide immediate notice of an accident to law enforcement, careless driving leading to an unintentional death, and other related charges. While he awaits sentencing in Berks County, he will likely face a harsher sentence than someone who may have fled a scene after causing only property damage or non-life-threatening injuries.
