New Online Tool Can Help Streamline the Pardon Process in Pennsylvania

November 12, 2025

Pennsylvanians seeking to expunge a criminal record now have a new tool at their disposal.

The state has launched an online application system to simplify the pardon request process and help residents with criminal records get a fresh start. Initiated by former Governor Tom Wolf and former Lt. Governor John Fetterman, the digital pardon application was created to streamline what had previously been a frustrating and cumbersome process using snail mail.

Gov. Josh Shapiro’s team rekindled the project in 2023 and partnered with the Board of Pardons staff and the Commonwealth Office of Digital Experience to bring the system online and add enhancements, such as a Spanish option and AI handwriting translation.

The Importance of Making Government More Accessible

It’s no secret that the government has a reputation for being difficult to work with. Between the lengthy forms, the complex ‘legalese’, and the endless bureaucracy, government offices are often known for their lack of accessibility. This rigid approach to government can create problems for its citizens, making it harder to access essential services and programs.

The pardon process is a good example of this, offering citizens a way to effectively escape the stigma and civil restrictions that come with having a criminal record. Criminal convictions can make it harder to get a job, for example, qualify for a loan, secure housing, and even obtain a professional license. A criminal record can also affect your right to vote, as well as your ability to serve on a jury and own a firearm.

The state’s recent “Clean Slate” laws have expanded eligibility for sealing and expunging criminal records, but the traditional process has been a slow one. In fact, those seeking a pardon under the old system could wait years before getting a decision.

Offering an online alternative will potentially speed up this process and help open doors for people looking to rebuild their lives.
