Scott Pelton, an Ohio resident, was arrested in Pulaski Township after driving a stolen U-Haul truck across state lines. Pulaski police chased the truck that Pelton drove into Youngtown, Ohio. Pelton rear-ended a car and refused to stop until he pulled into a feed store's parking lot. He refused to exit the vehicle after police arrived, crashed the truck into the store and, damaged the door, then drove away. Pelton hit at least seven more vehicles after leading the police on a chase across state lines, injuring 14 people.
Per MSN, multiple police departments in Ohio and Pennsylvania got involved in the chase. Pelton faces a wide array of felony charges in both Ohio and Pennsylvania.

Felonious Assault and Complex Felony Charges
Pelton faces a variety of felony charges in multiple jurisdictions:
Youngstown, Ohio
- Two counts of felonious assault, a second-degree felony
- Criminal damage, first-degree misdemeanor
Pulaski, Pennsylvania
- Fleeing and eluding the police, a third-degree felony
- Two counts of operation of a motor vehicle while under the influence of alcohol or drugs, a misdemeanor
- Reckless driving
- Reckless endangerment of another person
Campbell and Coitsville police in Ohio may also file additional charges as they participated in the chase along Route 422. Although Pelton is a Leavittsburg, Ohio, resident and was charged with felonies and misdemeanors in his state of residence, the Mahoning County sheriff in Ohio extradited him to Pennsylvania.
However, these are not the only felony charges Pelton faces.
Transporting Tires Without a License
It is a felony under Ohio law to transport more than 10 tires without a permit from the Ohio State Environmental Protection Agency (EPA). Pelton's stolen U-Haul truck contained several dozen tires, and he may face felony charges in addition to his felonious assault charges.
Drivers hauling more than 10 tires are required to have a transporter registration certificate from the state EPA. There are exclusions to this law for transporting the tires for your own agricultural use or for retail sales if the load is under 25 tires. The police estimate there were 30-60 tires in the truck.
While the felony charges for illegal tire transport seem ancillary to Pelton's felonious assault charges for injuring 14 people and causing property damage, they further complicate his case.
