Shippensburg Man Faces 3,100 Animal Abuse Charges

Posted by Joseph D. Lento | Nov 04, 2024 | 0 Comments

A man accused of abusing over 400 animals is currently on trial in Cumberland County, Pennsylvania. In June 2021, authorities removed the animals from the farm of 64-year-old Barry Orndorff, who was arrested for not providing water, clean shelter, or vet care. The Speranza Animal Rescue rescued birds, rabbits, goats, sheep, guinea pigs, and a horse. The animals were allegedly living in conditions that were described as feces-filled — with no grass or hay — and poop-filled water.

Pennsylvania Laws on Animal Cruelty

Historically, humanity has viewed pets and other animals as inferior beings. However, the introduction of animal cruelty legislation throughout the country indicates a significant shift in this perspective. In Pennsylvania, animal abuse is defined as the deliberate or negligent mistreatment, neglect, or abuse of an animal. This includes physical injury, the failure to supply adequate care and shelter, as well as abandonment.

The Pennsylvania SPCA provides a comprehensive overview of the actions that are classified as animal cruelty within the state. According to the organization, the following actions constitute grounds for charges of animal cruelty:

  • Abusing or taunting law enforcement animals
  • Committing acts of animal mutilation and related offenses
  • Engaging in animal cruelty, defined as the intentional, knowing, or reckless mistreatment, beating, abuse, overloading, torture, or abandonment of an animal
  • Neglecting an animal, including the failure to provide adequate food, water, a clean and sanitary living environment, and essential veterinary care
  • Leaving a dog tethered and unattended for over nine hours within a 24-hour timeframe, without access to shade or water — or tethered for more than 30 minutes in temperatures exceeding 90°F or below 32°F
  • Participating in animal fighting or possessing paraphernalia associated with animal fighting
  • Transporting an animal in a manner that is deemed cruel

Offenders are subject to misdemeanor charges, with penalties that may include fines, community service, or imprisonment, contingent upon the gravity of the offense — and the individual's prior record. Additionally, in certain instances, offenders may be mandated to participate in counseling or give up any animals they possess.
