Child Endangerment Charges for Pennsylvania Woman Who Leaves Teen Son Alone for More Than a Month

Posted by Joseph D. Lento | Mar 25, 2024 | 0 Comments

A Pennsylvania woman has been charged with one count of child endangerment for leaving her fifteen-year-old son alone for more than a month while she lived in New Jersey with her boyfriend; Tiffani Chanel Bogroff, 45, of Lancaster, Pennsylvania, was arrested in Pennsville, New Jersey, and is awaiting extradition there.

Manheim Township Police discovered Bogroff's son living alone during a wellness check in mid-January. The boy has been living alone with the family pets in a house with no heat or running water that was littered with trash and spoiled food. He only occasionally went to school. The teenager alleged that he and his mother communicated only via Messenger and that she sent him money now and then via an app; he also said she returned occasionally without notice. A relative periodically took him grocery shopping and to their home for bathing and clothes washing.

Pennsylvania's ChildLine System Tracks Reports of Abuse or Neglect of Children

Pennsylvania uses a centralized statewide database for tracking reports of abuse or neglect of children. A report of suspected abuse to ChildLine, which has a 24/7 toll-free hotline that anyone can use and an online portal for mandated reporters, triggers an investigation within twenty-four hours. The Child, Youth, and Family service agency in the county where the report was made will conduct the investigation.

A broad range of behaviors fall under the definition of child abuse in Pennsylvania. A few examples include actions that cause bodily harm to a child, serious physical neglect of a child, unreasonable restraint or confinement of a minor, engaging a child in sex trafficking, and causing a child's death. In the case of child endangerment, the exposure to possible harm, even if it does not occur, warrants the charge.
