A new federal rule expands the definition of a firearm “frame” or “receiver” so that it now covers 3D-printed firearms as well as parts kits that can be made into functioning weapons. The goal of the rule, according to the federal Bureau of Alcohol, Tobacco, Firearms, and Explosives, is to make it more difficult for so-called “ghost guns” to find their way into the hands of criminals. Among other things, the new rule requires retailers to conduct background checks before selling gun kits and clarifies which parts of gun kits and 3D-printed guns sold by retailers must be marked with a serial number.

The new rule was the subject of much debate, and received more than 290,000 comments during its 90-day open comment period, more than any other proposed rule in the history of the Justice Department. That said, the rule does not restrict individuals from either building their own guns using traditional means or from making 3D-printed guns. It instead focuses on licensed retailers and gunsmiths, requiring them to apply serial numbers to certain parts of gun kits and to 3D-printed guns that they sell. The rule became effective on August 24, 2022.
